Workshop: Coherence in the EU Procurement Directives

In 2025, Professor Roberto Caranta authored a critical study for the European Commission as part of the official evaluation of the 2014 public procurement and concessions directives. The study examines the internal coherence between the directives' stated objectives—such as market integration and sustainability —and their specific legal provisions and also raises critical questions at the heart of EU Public Procurement Law.
