ISP Dialogues: Is there room for judicial control of political decisions? Russian restrictive measures before the General Court of Justice

The presentation will discuss the lessons of the past two years related to legal procedures in which Russian oligarchs have challenged the asset freezes and travel bans imposed on them by the Council.

We will review the typical listing criteria, with special focus to the “businessmen” criterion and its recent amendment. The difference between legal sanctions and restrictive measures will be underlined.

We will discuss how EU rules, including those of the EU Charter of fundamental rights may benefit non-EU citizens as well.
